Keep in mind that an author is first created as a regular user from your LMS site registration page.
Whenever you need to turn a user into a course author, you can do so by giving them additional permissions as explained below.
Just as it happens with course creation permissions, for a user to be able to create libraries, permission needs to be assigned.
Under normal conditions, we recommend restricting the library creation operation to as few users as possible to maintain consistency across all libraries.
Since libraries are reusable objects, after they are created, additional users can be added to the library so that they can also modify and use the said library.
If you must share the library creation permission with additional users, you will need to request this permission to be assigned to the user. This request can be initiated from the edunext control center in the My platform section and the My team tab.
